Simplify the tax code and he wouldn't be able to do that. No, I'm not expecting that to happen. The non-wealthy citizen can't "lobby" the government, at least not on the same level. But instead of pointing a finger at him, let's point out that he paid a microscopically small amount of tax and did not break the law in doing so.
