The non-wealthy citizen can't "lobby" the government, at least not on the same level. It used to be you and your neighbors could gather around, discuss politics, decided that one of you should be a community leader. Then pass around a hat collecting funds to help elect that person. I'm not sure you could do that today without running afoul of campaign finance laws.
