I don't know a whole lot about this particular issue, but I do acknowledge that the disparity between blacks and whites in the US is a complex and multi layered issue that goes a long way back.
But I do want to say that situations like this are pure chaos by their very nature, and given the threatening nature, people often react out of fear. A personally advocate more intense training and standards for police and more proper use of things like pepper spray.
