People don't know what the limit is scientifically, but it's up to that little machine, so changing the level means nothing.
It's to bring it into line with the limit of many other European countries. Can't see a reason not to do it.
I get what you mean about it not making sense to most people, people will be able to tell you how many units of alcohol are in a drink ~2.3 units in a pint, but in terms of how that relates to blood alcohol concentration it means nothing since there are several factors that will affect it.
