The theory says we don't know what was before, if there was a before.
It says nothing about "beginning"... it knows nothing about beginning.
What it may say is "the Universe we know of began at the big bang".
The space and time within our universe has been expanding ever since the big bang.
The energy and mass within the universe have always (in the universe's time) been within the universe.
It is unknown if there is time beyond the universe, or space... maybe there is and the space-time within our universe is just an infinitesimal piece of the infinite space-time.... or maybe the singularity that gave us our big bang actually tore a piece of that infinite space-time and our universe is now disconnected from whatever is that infinite space-time... or maybe there was no space-time and the singularity, somehow, gave rise to space-time and matter and energy... or... or.... or
We know not.
