I did read the article....and they are not asking the FCC to change the law. They are asking the FCC if the law allows them to block the setup of private wifi access points. They are looking for guidance. I'd advise you to read the article but the its probably too challenging for you.
Why do some hotels offer free HBO and other's do not? Why do some Hotels have pools and a continental breakfast and others do not? Not every Hotel Chain charges for WIFI....in fact most do not.
