Why would anyone who isn't male and part of the dominant ethnicity want to be religious? Better yet, why would anyone want to be religious? 
Your rule basically applies to anyone who isn't male, straight, cisgender and part of the dominant ethnicity (religion promotes tribalism). All those people have reasons to be religious. Mostly indoctrination and tradition, as well as lack of opportunities to become an apostate.
