The difference between that and this is that they were against conglomerating all of the parts of what is now DHS into one big new bureaucratic clusterfuck.
The Republicans were trying to blackmail the presidency by threatening to make the American people less safe. They spend so much time telling us how much of a threat ISIS is here in America and how little Obama is doing while at the same time shutting down the Coast Guard, the TSA, the Domestic Nuclear Detection Dept., etc. And, comically, defunding the very entities that secure the border that they are so concerned about.
