As there is today, even in the USA. Physical cruelty by authority is less common but hardly unknown. We relegate people to jails where they will get butt-fucked for the minor offense of having a bag of drugs in their pocket, and to homelessness in a cardboard box if they can't pay their rent. Police have guns and don't hesitate to use them. We have mechanized warfare far deadlier than anything they could imagine. World War II killed almost as many people as all the earlier conflicts in history combined.
