Some policies take decades for their consequences to play out. For instance, sixty years ago when many black families could have afforded to own homes in the suburbs, they weren't allowed to buy them. The families that did got sixty years of equity in their homes typically worth well over a hundred thousand dollars, the homes were paid off long ago so no more mortgage unless they want one so they can spend a hundred thousand dollars on something. The families that didn't weren't able to build their wealth through home ownership, and now they're allowed to buy those homes...which they can no longer afford. The wagons were figuratively circled around the inner cities to keep blacks from getting out and now we can feel smug about how good our choices are compared to theirs.
Compensation is due to every family who tried to buy a home and was turned down because of their race. Substantial compensation.
