The way I see it, anything that is linked for the purpose of promotion is advertising, but that's just my interpretation.
Unless a link is relevant and intended to start or further a conversation, it is probably best not to post it. There are some people who link to their own websites or articles, but they stick around to discuss it for the most part. Those who don't are warned or banned for spamming.
