I won't even mention the state this happened in, but some years ago I was made aware some unscrupulous creatures managed to get on a local GS council (sorry I don't know how that works, if they put in some leg work or were just willing to do the job) and they had an ulterior motive, to get the local GS authority to sell some camp ground area they wanted for a real estate development.
Their plan worked, the council wound up selling the property for a 'low' but not totally unfair price to what seemed like an unrelated, non-conflict of interest developer, but within a short time of ending their terms on the council, they took title to the land.
I don't know how organizations protect themselves from such loathsome and vile entities except maybe folks like me that know of such things publicize the threat.
