One possible answer is that the detectives wanted this to happen, so that after the attack has already occurred, there's more reason for people to hate the Muslims.
No, in the U.K. the police and government are very careful to not to be seen abusing or offended minority groups such as muslims. It's not like in countries such as certain ones in the middle east where a certain religion is in charge, do minorities get targeted for their choice in which version of invisible sky daddy to worship.
