Grey area. In context of drugs , alcohol and gambling under 21 is considered a minor...
But not in the context of driving, voting, entering into contracts, marriage, serving in the military, running for/serving in elective office, consent to sex, apply for loans, apply for credit cards, incorporate as a business, change your birth name, file a lawsuit, adopt a child, draft a will, and do a whole lot of things without parental permission.
Not much of a grey are at all, it seems. The restrictions on 18 year olds are age limits imposed on adults, they aren’t qualifications of legal minority.
