Depending on the building... either fans, air conditioning or simple air pressure differential between the two sides of the building.
My apartment uses the latter. Since one side faces West and the other faces East, one is always warmer than the other causing the air to flow.
Government buildings use air conditioning, because it uses more power and spends more taxpayer's money.
There's also a dependence on the actual country in Europe.. this is Portugal.
In Germany, no government building is allowed to use air conditioning.
In the UK, they don't need it, they only need heaters.
