Your basic premise in the last reply for me was that you didn't say "complain" but "blame". What difference does it make? If I have less chances of getting jobs, have shitty schools, am raised surrounded by crime and violence, etc, I can most certainly blame it on racism and systemic one in particular. It doesn't make a difference. The blame black people put on racism is rational and justified because racism = marginalization + poverty = criminality and despair.
There will always be bad apples that use excuses to their benefit, that happens in every group (including organized atheists), that doesn't change the fact most of what blacks go trough is either due to past racism or to institutional racism that strongly decreases the chances of self-fulfilment and survival. I don't see how trying to work hard to get out of the hole means you can't blame racism because even if you manage to do it you still know that because of racism you had a harder time than anyone else (or most racial groups)
Oh, and why would rioting reinforce stereotypes? Didn't you ever see what white Greeks did because of austerity? Everyone can riot for any reason and quite frankly I've reached a point when I think it's more important to wonder why people riot rather than how bad the riot is - Sometimes just asking for rights isn't going to pull the trick. Egyptians rioted because of Mubarak, Ukranians did it and caused a Coup D'État, everyone can do it, blacks included, that doesn't change anything about stereotypes and only confirms that marginalization and despair lead to violent behaviour as expected.
