Since I didn't specify, you can choose either so long as you can find an answer that you believe to be correct. You can choose to answer the question of "how many times does the earth rotate on its axis in a year" or "how many times does the earth rotate around the sun in a year".
According to my understanding rotation happens around a central axis within the body doing the rotating, therefore the earth's elliptical path round the sun isn't a rotation.
