No it doesn't. They talk about WHERE the water is, not whether it's water or ice or snow. Again, the 71% figure includes ice and snow - it counts Mt Everest as covered in water! Yet people walk up it, clearly it's not covered in water.
what ur misunderstanding my friend is snow like hail falls from the sky and collects and melts on land just as rain soaks into the soil (land). So snow and ice in Russia, Antarctica, Alaska, and all the other cold places are land. The 71.11% water that covers our Earth is made up of oceans, seas, lakes and rivers.
