It'd do no harm for him to apply for the passport anyway, the US allows dual Irish nationality. With it he'd need no visa to enter the EU.
Absolutely. Loads of Brits have been applying for Irish passports after the Brexit vote even though they've lived in England all their lives.
I'm applying for dual German citizenship because my Dad's German. I currently live in Scotland and am hoping for a second referendum giving us independence meaning that we won't have to leave the EU, but I still want to make sure that I have an escape route planned if it doesn't pan out.
