My solution to this problem would be implementation of citizenship tax. You either pay $10k/year to government or your citizenship will be revoked.
What a fantastic idea! We all know what good stewards governments are when it comes to the people's money. Just a few questions, though.
-Would that $10 000 be in addition to money already paid through income taxes, VAT, property taxes, license fees, and so on, or would money paid via these fees and taxes reduce that $10k figure?
-Would the $10k payment be optional? In other words, could someone choose losing their citizenship over paying the money?
-What form would this non-citizenship take? Would people simply lose some of the rights of full citizens or would they be deported?
-If deportation is the answer, where would you send them, how would you pay for it, and how can you force other countries to accept them?
These minor issues aside, I think you've got a winner of an idea, here.
