He *was involved* for the past few months. Mnuchin would have kept him informed of the negotiations. Trump was suprised by nothing. He really is insane/mentally ill.

It's possible both apply. The question in my mind is, who among congressional Republicans didn't support him such that somebody needs throwing under the bus? Not that Trump wouldn't think he needed to do so, but it's rather overkill with little benefit against imagined enemies.
