To be a continent where ownership of fire arms is the exception, not the rule.
To be in a society that understands that the average Joe should not have access to guns.
Heck... it's so rare for people to carry guns that even the British police officers don't carry them.

The myth of gun for self-defense is statistically laughable. Sure, a few cases here or there occur where it works.... but, for the most part, when it's required, there's no way to reach for the gun.
And easy access for the average Joe means easy access for the average nut with a death wish.
I don't care if this particular individual had a tumor or whatnot.... he had access to a series of high powered rifles. What's that for?! hunting deer 5 miles away?!
