Those images are the " before" shots - and must be from the mid 80 ' s or so - judging from the lack of trees - and Bittersweet was just opened - and not fully developed.
The second pic shows some sort of layout on the ground - I suspect they were simply dozering stuff under.
I' m gonna drag this to a guy know who lives close to it - and see what he knows about it.

I'm thinking that it's more along the lines of inadvertent leakage. Not that this is an excuse for letting it go on, but I don't know what really happened there. Any leakage problems should have been corrected as soon as they were found, but you know how that goes. Then again, there is dumb shit behavior afoot. I was in charge of an operation that yielded some extremely low level toxic waste, a few years ago. The janitors took the toxic waste barrel out with the regular trash, just because it was near the regular trash. They are supposed to be at least smart enough to only take out the regular trash, and to know the difference. Big brouh-ha-ha about it inside the company, until I figured out the actual level of potential contamination. Then, the whole problem went away. I'm talking micrograms of waste. Saner heads finally prevailed. If I had crapped in that bucket, it would have been a worse problem.
