Krokodil is ugly stuff. The whole flesh-eating thing is what happens when it's improperly extracted. But yea, point taken. I think a much better route is to make drugs legal and allow addicts medically supervised access to the drugs and, hopefully, rehabilitation. Call me optimistic, I guess. I have more faith in humanity than many.
Even if they don't undergo rehab, it's clear that, with America's alarmingly high incarceration rate with little being done to stem the tide on one hand, and Russia's epidemic of flesh-eating opioids on the other, legalising drugs can't make things worse.
