The OP's first post rests on a number of faulty assumptions
1. Assumes he wanted to execute him there at the scene instead of hauling him off to somewhere else so he can "die in custody"
2. Assumes the cop wasn't trying to invent a justification to shoot "see he ran so I had to shoot him"
3. Assumes the cop wasn't overconfident and believed he had an easy victim but things didn't go as planned.
4. You can execute someone who's running if you allow them to run before shooting them.
And on the subject of Defunding the police. It's barely been implemented and would in fact make it more sensible to have cops working in groups. But hey the police need a pentagon-sized budget to harass homeless people.
