Looks like they're incapable of anything but guerrilla action, and wish to avoid all out warfare.

Jordan signed a treaty in 1994. Syria was negotiating one although I guess that is off since the shit hit the fan.

Depends on what you mean by "Accomplishing Anything."

An accomplishment would be the destruction of the state of Israel.
We too, were on the brink of having similar states within our lands in the aftermath of WWI, and those were created via a peace treaty.
We tore it down, and tore down those newly created (puppet)states, and created our own state. Anything else would really be not acceptable on our accord.
Like, I can't envision Turkey with Greece posessing portions of lands on the agean coast, with the very city of Izmir I lived in for 8 years, being a part of Greece, or the city of Istanbul I was born in would belong to an "international mandate".
And at first, the arab also did not like the idea of having a jewish state within their own turf, but obviously, they have had lost more than they won against Israel.
And if they think of things like making peace with Israel or something, I'd say that they have swallowed their pride already, and are ready to accept whatever any foreign power decides to bring upon them.

In the long run, big advantages in size and demography are hard to overcome. Size and demography are so overwhelmingly against israel it would indeed be an miracle if it could continue indefinitely as a Jewish state in middleeast. The only question is would its end be slow, draw out and largely bloodless, or quick, violent and bloody.
