No law can be based on any religion. That speaks secularism.

You have a fundamental misunderstanding of how our system works in practice (even if this is not the way it was intended to work in theory). The majority need not actively pursue anything. They only need to accept or fail to oppose the wishes of the vocal minority. We don't beat each other into submission by sheer number this side of the pond (or at least, not always..lol). Let me ask you this, do you think that the majority of republicans are bible bashing religious nuts? Then how did they end up with their front-runners?
