Yes, it's called multiple choice. The examiners want you to choose the one correct answer from other incorrect but plausible ones. They don't usually present a list of completely contradictory or flat-out impossible ones.

The legal view is that crime is that which is against the law. There are crimes we can all agree on (murder, theft, fraud perhaps) and there are crimes that vary from nation to nation (eg here in the UK it is illegal to own a firearm outside of certain specific situations, just as it is illegal to smoke in an enclosed public place).
