Religion definitely makes good people do evil things.

But if you take away religion, these things would make good people do evil as well.

Which you accepted as being the case but not in isolation. Perhaps the phrase is a little ambiguous but unfortunately we don't have Professor Weinberg around for a clarification. I'm guessing that if he'd intended to say that, he'd have included words like "only" or "exclusively" or similar.
