Proposed change to rep point system, no removals, edits only

Earlier today, I received the following reputation point. I have my suspicion that this point was given in the hopes that I would complain about it, at which point they would remove it, in order to make me look foolish.
Regardless of whether this was this person's intent or not, I see the potential for manipulating people by way of the reputation point system in this manner as undesirable.
I'm not sure I understand why removal should be allowed at all, but I feel it would help prevent such acts if reputation points given could be edited, but not removed, except by a moderator, preferrably with an appropriate annotation in the change log.
Just my two cents worth.

Wow that is a highly immature thing to do and seeing your post I believe it is completely uncalled for.

He did the same thing to Hovik and the comment was similarly removed.

I just found he gave me one, I love it, it sums me up so well.

Come on, I think it could not be more accurate, and it made me laugh, which is always a good thing. I would have preferred punk to hipster, but I am happy!
Now all I have to do is find a post where he is not being an obnoxious little brat which seems like a hard task at the moment and give him a point to say thank you.
