b) One must wonder why, if our souls are so important to Jesus, he has left us and past generations at Satan’s mercy.
As you rightly pointed out, a) is false and I therefore took b) to be in reference to atheists, who I regard as being more at the ''mercy'' of...in peril from...satan.
Is GIA a God fearing Christian?

And His flock consists of people who have wandered off and lost their way. (Luke 15:7)
It is written that Jesus rejoices when such ''lost'' people are found. I think satan rejoices in the reverse. Such lost people are at satans ''mercy''.
