It's a negative word so it's defined as excessive and therefore always bad. Ignore the connotation though, and it's okay so long as you're not too opinionated. It tends to be bad though I think, to say the least, which is probably why it was given a negative connotation in the first place.
So, in conclusion, being "opinionated" is generally too opinionated.
