The underlying logic is "It might be me next time", and they don't want punished for doing something stupid, so the authorities (i.e., future guilty parties) just let it slide.

OK, my expectation is that if I left a gun out, I would be charged. I know that the laws are on the books. I wouldn't feel any better about an accident, so I comply with the laws in the first place.

I was under the impression that in cases where an adult loses their child due to their own gun, people usually figure that's punishment enough and avoid filing charges.
