In Texas, training is required that one knows which end to point and which way to point along with safety and laws before the permit is issued. The point is to make the permit holder responsible. They cannot get away with the "I did not know" or "Oops" excuses.

According to Min, it doesn't make any difference. So what's the point in the permit? Criminals won't get one anyway.
