Culture of dishonesty?

Annette Schavan is the minister for education in Germany, currently she is under public pressure due to a trial against her.
She is accused of having plagurised her phd dissertation.
In recent years more and more public figures had to resign due to pressure coming up after it was reveiled that their dissertations where plagurised.
In a article I recently read that in German colleges and uni`s today it is easy to pass into the akademic arena with a plagurised dissertation or via ghostwriter.
Is this recent trend in dishonesty in the akademic arena only confined to German colleges and Uni`s or is it the same elsewhere?
