Have you read James Patterson's and Michael Ledwidge's Zoo? A subplot regards the absolute stupidity of the elite in government. In order to save the world, they had to rid themselves of certain necessities, which they did for the recommended few days it took for the threat to go away, but then when the threat was gone they were back to their old ways. Unfortunately, there was no stopping the threat the second time around. Good read.
