First of all, God took no actions. He never takes any actions regarding how people behave. Instead, he simply saw it coming and punished the Egyptians when they did what they did.
Why WOULDN'T Pharaoh not want to let the Israelites go? They were kept under control and at the same time helped Egypt's economy by eliminating labor expenses. Pharaoh put the nation's political and economic welfare above the human rights of the Israelites and was eventually punished for it. "I will harden Pharaoh's heart" is the same thing as "I arranged that the person on the throne of Egypt during this time period will be one who disregards your rights and not want to set you free. But it's OK, because he will be punished for what he is doing and then other people will get the chance to refrain from doing the same." God cannot make you circumcise yourself. He can only request it. God cannot turn you into a good or a bad person, just set up guidelines for doing so.
He saw it coming MINUS messed with the Pharaoh's mind. The two don't need each other to happen. God knew what would happen to the Israeiltes and told Abraham about it in Genesis 15:13 http://biblehub.com/genesis/15-13.htm God predicting the enslavement does not mean he made the Pharaoh do it. He LET him do it. Not that the Pharaoh asked him, anyway. The Pharaoh does not let the Israelites go into the desert because he fears that it is a trick—which it is. But at the same time, he has no right to hold the Israelites captive. The only thing God actually did to the Pharaoh is causing him having been born into power at the same time that the Israelites happened to be there. His reaction? Enslaving them. If God picking the time at which we are born is forcing us to be morally good or bad people, then you can say that your moral code is the way it is because you were born in '07. Like I said, God never controlled the Pharaoh's mind, nor did he instruct him to be a jerk. The Pharaoh independently decided to enslave the refugees in Egypt and God punished him for making that decision. This proved his power to bystanders and enforced justice. But if you are going to take every word of the Bible by its dictionary definition, then you might as well create a sect that does so, because it doesn't exist now.
