Yeah, that's the kind of police force I want to contribute to, on top of paying taxes. Officers that blackmail people.

You have to wonder how stupid the guy could be? Could he not see the other guy sitting there with the camera pointed at him? What kind of arrogance does it take to think that such behavior is permissible?

I guess if the car really was unregistered, then he should kind of write the guy a ticket or something. So he figured he could get away with threatening some legal action for an unregistered car.

Still a dick move, though.

If the car was unregistered he is supposed to write a ticket... not extort money from a citizen.

Right. Being a dick. If you're going to do something about an unregistered car, write a ticket. Don't demand twenty bucks for tickets.

In fact he probably could have gotten it done in a less dickish way. Just say he'd overlook the fact that the car wasn't registered if he spent twenty bucks on tickets, and promised to get it registered real soon. Then it would be like compromising. Just be nice about it.
