Well, for their necks to be red, they ought to be white. Though it's still not a term applied to white people as a whole. Do southerners speak another language? Do they live in another country? Do they have a different nationality? They simply form a collection of whites among the whites in the US. If he had used a broad term, yes, I could have said he was being so. He was just being an asshole, that's it, I guess he just got carried away a little bit.

Well, I can't know, I don't live there. Though you can't really call a white person from New York a "redneck" can you? But "nigger" you can use for practically every black person in the US.

Well, I don't think that someone is going to be offended by the name, though I think that he also said some very mean things about southerners, like they have relations with their daughters and etc.

We have a similar term here in Turkey, used for a religious minority, and similar accusations of having relations to their own family members(of course it's not just stereotyping, it's also slander) though in terms of "race" we're of the same ethnic background, Turks, so its not a "racist" term in any way. Similarly, I don't think that Redneck is a racist term.
