Puts me in mind of a story - possibly apocryphal - about a Tory decision sometime in the 80s to rearrange the traditional Chelsea Flower Show, held in May, to a later date for various economic reasons. Trouble is, nobody thought to tell the flowers, which had all bloomed and died off by the time the show came around.
