It seems that a literal reading of the rules has overcome common sense in our public schools. It should be about doing the right thing, not strict adherence to the letter of the law. I hope they win their lawsuit, but there isn't much room for common sense in a courtroom.
Well, having been a teen myself, I did stupid shit and drank under age. I can tell you it was fucking stupid and those around me did really stupid shit that could have gotten me in trouble. I am no prude, but there is a reason the younger a kid is, the more likely they wont be able to handle adult situations rationally. Get them in a group together, there is no way one teen is going to be able to say "um guys, this might not be smart" and magically get all of them to think about it.
There may be more to it than what you are seeing. I can only agree on face value. I'd have interview all involved and see the transcripts.
