It is very possible that he broke the rule; the stories lack certain details. I feel that if he broke a rule and brought publicity on purpose, that he should not only be suspended, but perhaps expelled. This is about getting an education, and not about being an individual and expressing one's fashion preferences. Expulsion is extreme I feel, that makes it much more difficult for him to actually get an education, which as you said, is the main point here. Just suspend him, make him write an apology, let him back into class is what I would do. Expulsion should only be done when the student's presence in school disrupts other students' ability to learn, and it is due to something that the student can control: like bullying and refusing to stop, bringing weapons to school and refusing to stop, you know the type. I once know a kid who held my classmate hostage (with a knife to her throat), they didn't expel him, I thought it was ridiculous.
He should be expelled for carrying a purse?
