A lot of people write a lot of stuff. This bit of propaganda is Dostoevsky's own biased opinion of the god that he happens to believe in. NOTHING more.

I don't feel the need to create a higher ideal than humanity. I also see a lot in the holy books which is grotesque.
The work you are quoting is fictional. It is a character speaking, not Dostoyevsky himself.

Dostoyevsky couldn't have defended his delusions about magic god any better than you are.
The only things you know about god has been told to you by mouth or written word by other men, very human and very dishonest men.
