There has been a small decrease in the death rate from cancer and many more people are living longer with it BUT, many of the gains are cancelled out by the fact that people are living longer and we are still dealing with the effects of rampant smoking, sun tanning, industrial exposure to chemicals, etc.
The general use of statin drugs coupled with lifestyle changes associated with the prescription of such drugs has led to a significant decrease in death from heart disease. All that means though is that bodies are living longer and having time to develop dementia and various cancers. For example, one of the most significant risks for developing prostate cancer is being older than 65. If someone has a heart attack at age 60 he would not have become a statistic for prostate cancer five years later. It's a complex situation. I'm linking an article from Slate that does an excellent job of exposing the origin of Reagan's 'welfare queen' schtick. The gist is that there are individuals that take advantage of the system; however, generalizing about widespread fraud in the name of the now stereotyped 'welfare queen' is misguided.

And, seriously, she was responsible for assault, theft, child abduction, and out-and-out murder, and the thing people latch onto is the welfare fraud? That would be like FDR finding out about Al Capone getting arrested on income tax evasion and using that as a way to justify getting tough on tax fraud. Politicians are fucked up.
