Sorry, that's not what those words mean. Neither theism nor atheism are relgions. Anthropologically speaking, a religion could be atheistic. Some arguably are, or at least border on it. A ton of Unitarians are also atheists, for instance.

Atheism=does not believe in at least one God or god. Doesn't that definition apply more to deists? I took theism to mean belief in and worship of a personal god, (which is religion), and atheism do be the negation of theism.

They were atheists to the romans. They did not believe in the Roman Pantheon.
Christians are atheistic about Siva, about Krishna, Zeus, Thor, Aphrodite, Batest, Hathor, and thousands of other gods. But they still hold religious belief in a deity, and are therefore not atheists in the true sense of the term.

Here is the whole story which makes it clear that this is a battle between an entrenched military bureaucracy which props up the jesus freaks at every opportunity and a minority ( which is a relative term ) of soldiers who object.

Note that unlike the disingenuous interpretation provided in the OP, no "atheist" ever cites the need for "spiritual needs." The OP made that up.
The word "spiritual" appears only once in the story.
This is about politics and crooked chaplains seeking to maintain their power with the help of the high command.

Strictly speaking the concept and the word "atheist" didn't exist until around 1570, when the French Catholics created it as a curse word against the Protestants.
