Yes, it's on the User CP. Left hand side, under the heading "Your Profile", there is a link "Change Avatar".

If you're on an iPad, you may be using the mobile version of the site which would not have that option. There is a small link at the bottom of each page that lets you switch to the desktop version, where that option exists.
