It reminds me of something the pope said a while back regarding atheists. People took it to mean he was saying that they could go to heaven. He wasn't. People just weren't really listening to what he said, or didn't have enough background in Catholicism to understand it.

People must reach the age of reason before they can be held accountable for their thoughts and actions. So no, children do not go to Hell

Then would arrested development be grounds for over-turning a sentence to hell? How about immaturity generally? Is that an excusing condition? I suppose we have to figure these things out for our selves since, so far as anyone knows, God doesn't care to clear that up for anyone living today.

At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'
