Aren't the Boy scouts already on this bandwaggon? I heard they let gays in.

The Boy Scouts could have learned something from the very beginning of the Girl Scouts. The Girl Scouts have never had the kinds of discrimination the Boy Scouts have had. The Girl Scouts were better in the start than the Boy Scouts are now.

Gay is not the same as transgender, and the Boy Scouts allow gay members (starting in 2014; they voted on it in 2013), but not gay leaders:

I think that's because the Girl Scouts were formed to allow in people who were already being discriminated against, in a way. The founder saw Boy scouts and said...Girls should do that too! But they weren't allowed in.
Also, Girl Scouts never have had the church backing that Boy Scout of the USA have suffered from. Although "god" is included in the pledge, there is a caveat that everyone is allowed to change that word to whatever they want. I personally say "community".
Also, Girl scouts allows atheists and people of all faiths...unlike Boy Scouts. I've been openly not a Christian since I joined 2 years ago, and no one gave me a hard time. After a while, I admitted I'm a "none" (because someone kept assuming I was Jewish, I just felt I should be honest about it), and still no one cared. They let me teach girls, lead groups at camp, etc, and they don't seem to be worried I'm corrupting them with my evil, baby eating, atheist ways. All they care about is if I'm a good person.
Good for them, returning that money! It must have been hard to return that large sum, but shame on the person giving to any charity with such a condition set on their giving. It sounds like they gave it to see if they could get the GS to go back on their word of accepting transgender girls. It just reeks of a dishonest set-up to me.

I won't even mention the state this happened in, but some years ago I was made aware some unscrupulous creatures managed to get on a local GS council (sorry I don't know how that works, if they put in some leg work or were just willing to do the job) and they had an ulterior motive, to get the local GS authority to sell some camp ground area they wanted for a real estate development.
Their plan worked, the council wound up selling the property for a 'low' but not totally unfair price to what seemed like an unrelated, non-conflict of interest developer, but within a short time of ending their terms on the council, they took title to the land.
I don't know how organizations protect themselves from such loathsome and vile entities except maybe folks like me that know of such things publicize the threat.
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

Yeah, putting a condition on it makes the money go from being charity to being bribery.
