Perhaps those temptable by the temptation to commit very fucked up crimes in a host country that offers them quarter during their hour of need should really go back to their native country so they can experience of joys of being really fucked up by the very fucked up crimes committed by their own people.
Agreed. Besides the point though.

Right. Those women better cover themselves up, because I, as a man, am incapable of exercising self-restraint.

Good job you have those ten commandments to provide you with your morals.

Oh wait, rape isn't in there.

Not all, but better safe, than sorry when it pertains to children or the innocent.

Lust most certainly is in the ten commandments.

Regardless, that doesn't erase that such a letter was sent. I'm not going to stop reporting terrorist attacks or incidents like this because the right-wing will use it as an excuse, I couldn't give less fucks about them. I'm not picking on Muslims, I'm specifically saying there's certain freedoms societies shouldn't compromise and I find this advise humiliating. I could understand an advice saying "don't go to church wearing a miniskirt" - When I was in Rome, I was advised by the Vatican police to not wear sleeveless shirts myself (I'm a man) - But this seems like your ordinary school.

Funnily enough the article links to two german links. And both don't use the word religion in their reports. They speak about cultures, the same word the german headmaster, who's quoted in the Passauer article uses. He also say, he only wanted to point out the differences between the cultures so that the students and parents are better able to understand what is happening. There's emphasis on the fact that the parents aren't the least bit concerned about receiving the letter, but rightwing media made a big deal out of it. The headmaster also states that he isn't the fashion police, but wanted to stress that both sides should be open minded about their different cultures.
Being open minded is different from receiving a recommendation to dress more modestly - Open mindedness would be to be ok with Muslim women not wearing mini skirts as a personal choice because they are simply not used to it and would feel naked, or accepting that Muslims don't want to eat pork meat and need to pray regularly - That is entirely different from sending a letter to parents saying that you shouldn't dress a certain way simply because it would annoy or confuse a fringe of people - If I went to another country, I wouldn't expect it to accommodate my cultural differences to the extent they need to change clothing habits, I would simply demand that they respect my habits and heritage.

Why do you assume rape is always done in lust?

Ok you ignoramus. Rape is due to lust in all cases no matter what the scenario.
Men lust.
Women lust.

When it isn't consintual it is rape.

Agreed. Besides the point though.

That is the main point.   Germany already offered the refugees a life line when Appearently the said refugees didn't want to hang out with those of their countrymen who can't control themselves.   Germans needn't change their way of life just to help these refugees control themselves.   This is Germany, not Syria.     If syrian refugees can't control themselves in Germany, then they go back to their own country and mix with others of their countrymen who also can't  control themselves.

Not necessarily in the way the ten commandments means though.
