Here (NZ), there's no cost to access the beach or to swim, but you can still spend a packet if it suits you.

In a lot of times in the US, most of the beaches are public, but every so many miles there will be a hotel or resort or other thing that owns a particular section of beach. Access to that beach is part of the fee of staying at the hotel or whatnot. On certain weeks and in certain places, the beaches can get hugely crowded, so obviously there's some benefit to being at a private beach rather than a public beach. But this seems different from what you're describing, which is that you need to pay to get to any beach at all.

I don't know of any place like that on the USA's Atlantic Coast, at least, though to be fair I haven't swam the whole thing yet

No it's public and I live in the coast (urban area) so there's beaches pretty much everywhere. IT's so normal that I forget other people don't live near beaches like I do and I react with surprise. Taxing beaches would be a suicide measure against Portugal's tourism. Only a moron would approve such measure (but again, we've been further away from that - It's not like we are privatizing banks and most companies...)

I live practically within spitting distance of some of the most beautiful beaches in the world; I moved here partly for it. Yeah, I go to the beach... a lot, usually. This summer has been weird, though, with crazy thunderstorms and crap (which is really good because we're in a serious water crisis right now), so the beach isn't a regular haunt right now. This time of year, I'm usually wishing the tourists would go home, but because of the weather, I oddly miss them.

The question was "do you PAY to visit it" meaning does anyone stand at the entrance collecting taxes from visitors.

No; Like I said, I live within spitting distance. There aren't any fees to go to the beach, and I don't have to pay to park because I'm local.
